Cyprus permanent residency by property investment
The most-used route for non-EU buyers: a qualifying property purchase plus verified overseas income, granting permanent residency for the whole family.

What the programme grants
Permanent residency in Cyprus with no requirement to renew annually, extending to spouse and dependent children. It permits residence, but not automatically employment in Cyprus, and it is not citizenship.
Holders must visit Cyprus at least once every two years to keep the permit valid.
The investment requirement
The main route is the purchase of new residential property with a value of at least €300,000 excluding VAT, bought from a developer as a first sale. The purchase may combine two residential units to reach the threshold, subject to the rules in force.
A minimum portion of the price must be paid before submitting the application, and the funds must be transferred to Cyprus from abroad and evidenced.
Income requirement
Applicants must show secure annual income from sources outside Cyprus, with the threshold increasing for each dependant. Qualifying income includes salary, pensions, dividends, rents, interest and business profits, evidenced with tax returns and bank statements.
Where the applicant or spouse will be employed in Cyprus, that income can be considered under specific conditions, but the overseas-income route is the more common and more predictable.

- Contract of sale, receipts and proof of Land Registry lodging
- Bank confirmation of funds transferred from abroad
- Evidence of annual overseas income with tax returns
- Clean criminal record certificate from the country of residence

- Marriage and birth certificates for dependants, apostilled and translated
- Curriculum vitae and declaration of intent not to work in Cyprus, where applicable
Timeline
Assume two to three months to assemble documents including apostilles and certified translations, then a processing period of roughly two to six months from submission depending on caseload. Building the document pack, not the decision, is usually the long part.
Practical points that catch applicants out
Funds must come from abroad in the applicant's own name — transfers from third parties cause delays. Resale property does not qualify under the main route. Documents older than a defined period at submission may need refreshing, so sequence the criminal record certificate late rather than early.

- Does Cyprus permanent residency lead to citizenship?
- It is a separate status. Naturalisation is a distinct application with its own residence-duration, language and integration requirements, so permanent residency is a step toward eligibility rather than a grant of citizenship.
- Can I include my parents in the application?
- Adult dependants such as parents were treated differently under successive versions of the rules. Confirm the current position with an immigration lawyer before relying on it.
- Does the property have to be new?
- Under the main €300,000 investment route the property must be a first sale from a developer, which excludes resale property.
